You can stay at this dorm if you are international student and staff of Kanazawa Univ or other univ nearby. The price is fairly cheap compared to other dormy in kanazawa. Its around 23thousand jpy for single room and 30thousand jpy. But I recommend you to stay together with your friend in double room and share the room bill payment. The staff can speak english fairly enough. In summer they usually give the resident of that dormy free vegetables such as potato, eggplant, cucumber, and tomato. Sometimes they gibe free watermelon too. However, just be careful with monthly electricity and water bill. It might be very expensive if you dont use them wisely.
